Indian Railways Personnel Services (IRPS)

 

The Government of India organizes Indian Railways Personnel Services (IRPS) Examination which is a class 1/ Group A of Civil Services. The officers in this services are selected through the Civil Services Examination. The function of officers recruited in this service is to manage Human Resources in Indian Railways and look after the welfare of employees. The headquarters are Rail Bhavan, New Delhi and the controlling authority is Ministry of Railways, Government of India. Training academy for the candidates is National Academy of Indian Railways (Vadodara).

Approximately half of the vacancies of Railway officers in the initial recruitment grade of the Indian Railways Personnel Service (IRPS) are filled up through the UPSC Civil Services Examination. And remaining are filled by the promotion of 'Group- B' Officers, through the selection process of UPSC board.

 

 

Scope, Grade and Pay Scale in IRPS

 

The officers selected in IRPS Cadre are mainly responsible for managing a million of workforce of Indian Railways. A good pay scale and and opportunities to raise up in the hierarchy are offered to the officers.

  • For the IRPS(Probationer)/ APO/ Asst. Professor of division Assistance personnel Officer, the salary offered is Rs.15,600-39100 and Grade Pay Rs.5400 per month for JTS grade.
  • For Divisional Personnel Officer, salary offered is Rs.15,600-39,100 and Grade Pay for STS grade Rs.6600 per month.
  • For Senior Divisional Personnel Officer, offered pay scale per month is Rs.15,600-39,100 and  Grade Pay for JAG grade is Rs.7600 per month.
  • For the Senior Divisional Personnel Officer, for which Railway board is Director, the per month salary is Rs.37,400-67,000 and for SG grade, Grade Pay Rs.8700.

 

 

Indian Railways Accounts Services (IRAS)

 

The Indian Railways Accounts Services are the Group- A/ Class- 1 Civil Services of Government of India. Main function of the officersof this service is to manage the accounts and finance management of Indian Railways. The Finance and accounts functions are carried out by the executive officers at different levels in railways. At the Top most level for the policy formulation, the officers which are responsible to guide the Ministry of Railways / Railway board are the Financial Commissioner, Railways, assisted by Additional Member (Finance), Additional Member (Budget), Adviser (Finance) and Adviser (Accounting Reforms) in–charge of Budgeting, Expenditure, Earnings, Accounting and Accounting Development/Reforms. The General Manager is aided by the Financial Adviser and Chief Accounts Officer at the Zonal level.

At the Administrative unit of a zonal railway that is at the Divisional level, there is a different arrangement to assist the Divisional Railway Manager in accounts and finance matters.

 

Eligibility Criteria

 

The candidates applying for IRAS Examination fulfill the eligibility Criteria described by the organising board on their official website. The eligibility criteria that candidates have to satisfy is as described below:

 

  • Candidates must be citizen of India.
  • Or a subject of Nepal or Bhutan.
  • Or a Tibetan refugee who has migrated to India with the intention to settle in India permanently before 1st January, 1962.
  • Or a person of Indian origin who has migrated to India with the intention of permanently settling in India, from Pakistan, Burma, Sri Lanka, East African countries like Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia, and Vietnam. Such candidates have to issue a Certificate of eligibility which has been issued by Government of India.
  • Candidate should hold a Bachelor’s degree from any recognized university.
  • Candidates who have appeared for the qualifying examination and are awaiting results or those who are yet to appear for the qualifying examination are also eligible for the Preliminary Examination. Candidates have to produce proof of passing the said examination along with the application for the Main Examination in such condition.
  • Age limit of a candidate should be between 21 years and 30 years of age, as on 1st August of the year of examination. Their is a relaxation on upper age limit of candidates according to categories as given below.
    • For SC / ST candidates, upto 5 years.
    • For Other Backward Categories (OBC), upto 3 years.
    • For Candidates from the State of Jammu & Kashmir, Up to 5 years.
    • For Defence Services Personnel, upto 5 years.
    • ECOs/ SSCOs, up to 5 years.
    • For Blind, deaf-mute and Orthopaedically handicapped candidates, up to 10 years.
  • Number of attempts allowed for different categories candidates are:
    • For general category, 6 attempts are given.
    • No restrictions for SC / ST candidates.
    • 9 attempts are allowed for OBC candidates
    • For Physically handicapped candidates, 9 attempts.

 

Scope and Pay Scale / Salary in IRAS

 

Along with different perks of joining Indian Railways, the approximate pay scale per month, for different positions and grades in Indian Railways are-

 

  • For Junior Time Scale, officer at the designation of Assistant Financial Advisor/ Assistant Divisional Financial Manager/ Assistant Workshop Accounts Officer/ Assistant Financial Advisor (Traffic)/ Assistant Electronic Data Processing Manager, in Indian Railways, the pay scale offered per month is Rs.15,600-39100 and Grade Pay Rs.5400.
  • For Senior Time Scale, at the designation of Senior Assistant Financial Advisor/ Divisional Financial Manager/ Workshop Accounts Officer/ Senior Assistant Financial Advisor/ Electronic Data Processing Manager/ Senior System Analyst/ Deputy Director (Railway Board), the per month salary offered is Rs.15,600- 39,100 and Grade Pay Rs.6600.
  • For Junior Administrative Grade, officer on the post of Deputy Financial Advisor & Chief Accounts Officer/ Senior Electronic Data Processing Manager/ Joint Director (Railway Board), per month salary is approximately Rs.15,600-39,100 with the Grade Pay of Rs.7600.
  • For Selection Grade, on post of Deputy Financial Advisor & Chief Accounts Officer/ Director (Railway Board), pay scale offered is Rs.37,400-67,000 with the Grade Pay of Rs.8700.
  • For Senior Administrative Grade, on the designation of Financial Advisor & Chief Accounts Officer/ Executive Director(Railway Board), monthly payment is Rs.37,400-67,000 and Grade Pay Rs.10,000.
  • For Higher Administrative Grade, officer on the post of Principal Financial Advisor & Chief Accounts Officer/ Advisor (Railway Board), monthly salary is Rs Rs.37,400-67,000 with Grade Pay Rs.12,0005.
  • At Higher Administrative Grade +, for the officer on the position of General Manager/ Director General/ Additional Member (Railway Board), per month salary offered is Rs.75,500- Rs 80,000.
  • For the apex, the position of Financial Commissioner, the monthly payment is fixed of Rs 80,000.

 

 

Indian Railways Traffic Services (IRTS)

 

The Indian Railways Traffic Services (IRTS) is Indian Government's Group-A Central Civil Services which functions under the Administrative Control of  Ministry of Railways of Government of India. The railways transport in the country is administered by the officers working in this Services. The functions of officer in this services includes coordinating among various technical departments of Indian Railways. And the function also includes the formation of public interface of Indian Railways. The officers selected in this services, Colloquially called as Traffic Officers, are the primary facilitators of Railway Services right from planning of freight movement, Passenger Transport, Passenger amenities to Station Management and Infrastructure Planning.

The Traffic Department of Indian Railways consists of two branches that are-

  • Operations
  • Commercial

 

The IRTS Officers in Operations Department are responsible for ensuring efficient, safe and user friendly transportation of freight and passengers. And also looks after the optimum utilisation of Railway's assets.

They have to coordinate with service departments looking after various assets of railways like track, wagons, engines, signals, etc.

Whereas, the officers in Commercial Department are responsible for revenue realization for various services given by Indian Railways. They are the agents of change in the Railway system by conveying user expectations, as they are the first point of contact with the rail users.

  • For Junior Time Scale, the officers having the designation of Assistant Commercial Manager in Commercial field and Assistant Operations Manager in Operations field, the salary offered per month is Rs.15,600- 39100 and Grade Pay Rs.5400.
  • For Senior Time Scale, designation of the officer in Commercial department is Divisional Commercial Manager and in Operations field is Divisional Commercial Manager, the per month pay scale is Rs.15,600- 39,100 with Grade Pay Rs.6600.
  • For Junior Administrative Grade, Officers having the post of Senior Divisional Commercial Manager in Commercial field and Senior Divisional Operations Manager in Operations field, the monthly payment offered is Rs.15,600- Rs 39,100 with the Grade Pay of Rs.7600.
  • For Selection Grade, the designation in commercial field is Senior Divisional Commercial Manager / Deputy Chief Commercial Manager and designation in operations field is Senior Divisional Operations Manager/ Deputy Chief Operations Manager and the Salary offered is Rs.37,400- Rs 67,000 and Grade Pay Rs.8700 per month.
  • For Senior Administrative Grade, designation of officers in commercial field is Chief Commercial Manager/ Chief Claims Officer and in Operations field is Chief Operations Manager/ Chief Freight Transportation Manager/ Chief Passenger Transportation Manager/ Chief Traffic Planning Manager. The monthly payment to them is Rs.37,400-67,000 with Grade Pay Rs.10,000.
  • For Higher Administrative Grade, to the post in commercial field that is Chief Commercial Manager and in Operations field Chief Operations Manager, the pay scale is Rs 67000-3%-79000 per month.
  • In Higher Administrative Grade +, for the post of Member (Traffic) the fixed payment is of Rs 80,000 per month.

 

 

Indian Railways Protection Forces Services (IRPFS)

 

The Railways Protection Forces Services is the force established by the Railway Protection Force Act, 1966 with the purpose of security and better protection of Railway property and passenger area.

This force works under Ministry of Railways. The officers working in this services has the power to search, arrest, investigate and prosecute offences committed under Railway Property (Unlawful Possession) Act 1957, The Railways Act (amended from time to time). The IRPFS works under arrest, investigate and prosecute offences committed under Railway Property (Unlawful Possession) Act 1957, The Railways Act (amended from time to time).

The Recruitment of officers in this services are carried out in three ways.

One is the recruitment through civil services examination conducted every year by UPSC board.

Second way of recruiting officers is through the upgradation of RPF inspectors as per the rules of RPF recruitment rules of 1994.

And the third one is the recruitment in IRPFS through the recruitment of Ex-Army officers to 10% position of Group-A officers.

There are the units under Railway Protection Force (RPF) such as Breeding and Training Centre for Police Dogs, Central Crime Bureau, Central Weapons Store.

 

Eligibility Criteria:

 

  • Candidates must be citizen of India.
  • Candidates who have passed 12th class from a recognised board. And any graduate can apply.
  • Age limit for the candidates applying for the IRPFS is between 18 to 25 years of age.

 

Scope and Pay Scale/ Salary in IRPFS:

 

As per the upgradation by 7th pay commission the pay scale offered to various designations at different ranks in India Railways Protection Forces Services is as described below.

 

  • For the post of Director- General, the basic level pay scale given to the officers is Rs.225000.
  • For the designation of Additional Director General, the salary offered to the officer is Rs.205400.
  • For the position of Principal Chief Security Commissioner on the Inspector General rank, the salary offered is Rs.144200.
  • At the Deputy Inspector General rank, for the designation of Director of RPF Academy/Chief Security Commissioner, the salary offered is Rs.131100.
  • For the position of Deputy Chief Security Commissioner/Senior Divisional Security Commissioner/Divisional Security Commissioner, at the Senior Commandant rank, the pay scale is Rs. 78800.
  • On the rank of Commandant, for the designation of Commanding Officer/Staff Officer/Security Commissioner, the pay scale is Rs. 67700.
  • For the designation of Assistant Security Commissioner on the rank of Assistant Commandant, the salary offered is Rs. 56100.

 

Apart from the attractive pay scale offered to the officers appointed in IRPFS, other perks are also given to the officers such as Government accomodation, Free first class railway passes for self upto 6 times a year and also includes family, Concessional railway tickets for all classes of travel.
