The Government of Maharashtra has once again extended the Tuition Fee Waiver Scheme (TFWS) for the academic year 2025–26, offering a much-needed financial relief to economically weaker but academically deserving students. The scheme is being implemented across all AICTE-approved technical institutions, including government, government-aided, and unaided private institutions.
This initiative aims to make professional education more accessible and equitable by reducing the financial burden of tuition fees for eligible students.
What is TFWS?
The Tuition Fee Waiver Scheme (TFWS) is a centrally governed supernumerary quota scheme that allows eligible students to get admitted to professional courses with 100% waiver of tuition fees. This waiver applies only to the tuition fee component, while other institutional charges such as development fee, exam fee, library fee, and insurance must still be paid by the student.
Who is Eligible?
To be eligible for TFWS, the candidate must fulfill the following conditions:
Maharashtra State Candidature Only: The scheme is open only to students who belong to Maharashtra State Candidature (Type A to E) as defined in the admission rules.
Family Income Limit: The annual income of the candidate’s family must be less than ₹8,00,000 from all sources. The income certificate must be issued by a competent authority such as a Tahsildar or Revenue Officer.
Qualifying Entrance Exam: The candidate must have appeared for MHT-CET 2025 and obtained a non-zero score in PCM or PCB group, as per the course eligibility.
Academic Eligibility: Candidates must meet the standard academic qualifications for the respective courses as prescribed by AICTE, PCI, or other appropriate authorities.
How Many Seats Are Available?
Under TFWS, up to 5% of supernumerary seats are available in each course. However, these seats are available only if at least 50% of the sanctioned intake in that course was filled in the previous academic year. These seats are in addition to the sanctioned intake and are not part of the CAP regular quota.
For example, if a college has an approved intake of 60 students in B.E. Computer Engineering, and if at least 30 students were admitted last year, then 3 additional TFWS seats will be made available for that course.
Courses Covered Under TFWS
TFWS applies to the following undergraduate-level full-time professional courses:
Engineering and Technology (B.E./B.Tech.)
Pharmacy (B.Pharm.)
Hotel Management and Catering Technology (B.HMCT)
Bachelor of Design (B.Des.)
Bachelor of Planning (B.Planning)
It does not apply to postgraduate programs such as MBA or MCA, or diploma-level courses.
Admission Process
Application Through CAP: Candidates must register online for the Centralized Admission Process (CAP) on the official CET Cell portal.
Option Selection: While filling the CAP application form, candidates must opt for TFWS separately if they wish to be considered for the scheme.
Separate Merit List: A separate merit list for TFWS category is prepared based on inter-se merit among eligible applicants.
Allotment and Confirmation: Admission under TFWS is granted through regular CAP rounds. Once allotted a seat under TFWS, the candidate must confirm the admission by reporting to the designated ARC and institution with necessary documents.
Important Rules and Conditions
Change Not Allowed: Students admitted under TFWS are not allowed to change the institution or course at any stage of the program.
Non-transferable Seats: Vacant TFWS seats cannot be transferred to other quotas or categories.
No Direct Admission: Institutions cannot admit students directly under TFWS. Only the Competent Authority can allot these seats.
