RBU was established in 2001 under Punjab Act No. 16 of 2014 vide notification No. 17-Leg/2014 dated 13th August, 2014 and notified by the UGC under section 2(f) of the UGC Act.1956. The university is empowered for awarding degrees vide letter No. 8-83/2014 (CPP-J/PU) dated 26th Sep. 2014, under section 22 of UGC Act.

With an aim to  understand  the requirement of practical learning, the university is offering 125+ choice based programs that includes New Age programs.   The range of programs that are being offered  brings about an interdisciplinary approach for learners to learn at their own pace as well as increase their skill/employability.
