Second merit list for admissions to be announced on July 19

The second merit list for admissions to First Year Junior Colleges (FYJC) which was scheduled to be out at 11 am today has been postponed to July 19. The decision has come against the backdrop of a recent order of the Nagpur bench of the Bombay High Court while hearing litigation on the surrender of quota seats.

Pune-based Shikshan Prasarak Mandali, which runs educational institutions in Mumbai and other cities in Maharashtra, had filed a writ petition against the allowance to colleges for surrendering their vacant quota seats ahead of the centralised admission process (CAP) . The quota seats include minority, management and in-house. The order dated July 12 passed by Justice Z.A Haq and B.P Dharmadhikari states- “We direct the respondents (state government) to continue allotment of Central Admission process students to non-minority institutes and after it is completed, the students if available shall be allotted minority institutes against such surrendered seats as an interim measure”.

The colleges in Maharashtra had surrendered their quota seats that remained vacant for the CAP rounds. Some of these seats were filled with general students on the basis of merit in the first merit list. However with the new order, such surrendered seats which are still vacant would have to be returned to colleges. Colleges can fill these seats as per the quota till the very last round and can only be made open for all at the very end.

“Now the whole seat matrix is going to change which requires some time. We are thus pushing

the list to July 19,” said an official from the state education department.

This is the second such postponement in the admission schedule this year. The education department had earlier extended the period to secure admissions in the first round by three days due to heavy rains lashing the city. With the delay in declaring the second merit list, students are now worried as several colleges in the city would start their academic year even before the second list is out with over 70% seats filled as per the norms.
