Put off MBBS rural bond enforcement by 2 yrs: DMER

Pravin Shingare, director of the state Directorate of Medical Education and Research (DMER), has written to the state government to enforce the government resolution (GR) on rural service bonds for final year MBBS students after two years.

Shingare said the present rule was “unjust“ for the students as they will not be able to appear for the postgraduate (PG) entrance exam. On the other hand, MBBS students from private medical colleges will corner the PG seats in government colleges since the one-year bond rule does not apply to them.

Shingare told TOI on Monday , “There are 1,400 PG medical seats in state government colleges. The 3,000 students with MBBS degrees will have to serve the bond period in the following year while private college students will sit for the entrance test and capture the government seats, which would be completely unfair.“ Shingare has written to the government twice once in mid-October and again on October 28.

He said if the GR's implementation is put off for two years, government college students will not suffer a loss and the following batch of students will be prepared to honour the bond service before they appear for the PG exam.

The resolution comes at a bad time because students have been preparing for the National Eligibility-cum-Entrance Test (NEET). There should have been a window for the order's implementation, Shingare said.

The state government had issued a notification on October 12, which resolved that medical and dental graduates from government colleges, who have not complied with the one-year rural service bond or have not paid the bond amount, will not be able to seek admission to the postgraduate or superspecialty programmes in government colleges. Prakash Marathe, presi dent of Indian Medical Association, Pune, said, “The government notification of signing a one-year bond for MBBS students from government colleges gives private medical students a route to escape competition at the entrance exam for postgraduation and have easy access to state government seats.“
