AICTE relaxes student-teacher ratio, brings relief to engineering colleges

Bringing a major relief to engineering colleges, the All-India Council of Technical Education (AICTE) has decided to relax the student-faculty ratio from 1:15 to 1:20—a long pending demand of technical institutes.

Explaining the rationale for reducing the ratio, AICTE chairman Anil Sahastrabuddhe said, “Most colleges only teach and hardly indulge in research. The workload was calculated with the revised curriculum and 1:20 ratio was found to be more than enough. Since we insisted on 1:15 ratio, several institutes were giving false data... Some that were maintaining this ratio were not paying full salary to the faculty. AICTE, therefore, decided to take the decision based on need, ethics and quality.”

Regarding allowing merger of colleges, Sahastrabuddhe said, “We decided to permit mergers because many good trusts and societies made such a request so that they can rectify the problems in their poorly performing institutes.” As long as they have approval from the registrar of societies, AICTE would permit their merger, he added. The merging institutes should not be disqualified by the council, or by the courts or by any statutory body.

Many academicians see merger of colleges as a viable option to tackle the problem of vacancies as technical courses are losing their sheen. In all, 4,633 courses and 527 institutes have shut shop in the last five years in the country. In Maharashtra alone, 921 courses and 69 institutes were shut down in the last five years. These include colleges offering engineering, management, architecture, polytechnic and hotel management courses.

In its Approval Process Handbook 2018-19, the council has put on hold its decision to introduce part-time courses as the UGC is coming up with a similar distance education regulation. The council has also decided to not allow more than 10% adjunct faculty members in the college, except for architecture.

The AICTE sought feedback from several stakeholders in the last two days at two different sessions in Delhi and Hyderabad and is in the process of modifying some of the rules. It is likely to release a corrigendum, if needed, in the coming days.

GT Thampi, principal of Thadomal Shahani Engineering College, said the new approval process is more pragmatic and realistic and likely to bring relief to many colleges. While many applauded the new rules, some are miffed about the requirement of two laboratories for every year of each course. Colleges are expecting this rule to be modified by the council.
